Bureau of Customs Launches the Book “Compendium on Customs Seizure and Forfeiture Proceedings”

The Bureau of Customs launches the first comprehensive book on customs seizure and forfeiture entitled “Compendium on Customs Seizure and Forfeiture Proceedings” in the Port of NAIA. The event was hosted by District Collector Carmelita M. Talusan and graced by the presence of Commissioner Rey Leonardo B. Guerrero.

In line with Commissioner Guerrero’s 10 Point Priority Program geared towards promoting professionalism, competence and transparency, District Collector Carmelita M. Talusan highlights the efforts of Port of NAIA officials to come up with a useful literature on specialized field of customs seizure and forfeiture proceedings aimed at honing the competence of the men and women of the Port of NAIA, as well as the Bureau of Customs as a whole, and help in stakeholders compliance thru information sharing and dissemination.

This book was authored by Port of NAIA officials and legal experts of the Bureau of Customs, headed by ATTY. MA. LOURDES VILLAMAR MANGAOANG, Deputy Collector for Passenger Service, and the then Assistant Project Manager of the Project Management Office of the Bureau of Customs, and Member of the Review Committee; together with ATTY. MARLON MIRANDA AGACETA, Chief, Law Division, and the Chair of the Drafting Team of CAO on Customs Seizure and Forfeiture Proceedings; and ATTY. TRISTAN ARMANDO III FERRY LANGCAY, Chief, Departure Operations Division, and Member of Drafting Team of CAO on Customs Seizure and Forfeiture Proceedings.

The COMPENDIUM is a reference intended for all those who aspire to fully grasp and understand pertinent provisions of the Customs Modernization and Tariff Act (CMTA); Tariff and Customs Code of the Philippines (TCCP), as amended; An Act Creating the Court of Tax Appeals, as amended; the Revised Rules of the Court of Tax Appeals; Customs Administrative Orders (CAOs); Customs Memorandum Orders (CMOs); and allied laws, rules and regulations, including Supreme Court and Court of Tax Appeals’ pronouncements and rulings, on customs seizure and forfeiture proceedings and appeals processes. It is a guide to public servants, stakeholders, professionals, and students who aim to increase their proficiency on the subject.
