EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM)

ICMPD Head of Border Management and Security Programme Borut Erzen met with the Deputy Head of the State Border Guard Service of Ukraine Vadym Chenchyk during his visit to Ukraine.

The parties discussed the state of play with implementation of the project “EU Support to Strengthening Integrated Border Management in Ukraine (EU4IBM)”, in particular its components on business processes analysis and IBM policy development.

The project has passed state registration.

At the same time, due to the situation caused by Covid-19, the State Border Guard Service received assistance for priority needs and the purchase of two screening systems for measuring temperature.

Brigadier General Vadym Chenchyk expressed gratitude for the prompt response to the needs of the service in this direction at a difficult time for everyone in the pandemic.

Particular attention was paid to the fight against cigarette smuggling in the western part of the border, in particular, with regard to equipping the pilot unit of the Chernivtsi detachment with technical means of border protection. It should be noted that this component was initiated by the leadership of the border agency.

Currently, the most active actions are carried out under the component of analysis and optimization of business processes of the SBGS. In addition, work has begun on sectoral management and improvement of border control procedures.

The last question concerned the development of the concept of exemplary checkpoints.

During the discussions, the participants of the meeting noted the presence of problematic issues in the work on the component of business process analysis. In particular, it was necessary to reduce the time of preparation of draft reports after the actual analysis.

The State Border Guard Service is determined to work efficiently and efficiently to achieve results, as the support of foreign partners in the implementation of certain tasks and further development of the SBGS is extremely important for border guards.
